League Structure
CSA Adult League Coordinator (ALC)
ALC responsibilities include all aspects associated with running the adult league.
- Will report monthly to the board on any issues and general progress of the league.
- Responsible for creating game schedules, coordinating officials, and coordinating the appropriate field space.
- Handling conflicts as they arise in a timely manner and reporting issues to the CSA board during monthly board meetings.
Adult League Registrar (ALR)
ALR responsibilities include working with league coordinator to:
- Approve all rosters and registrations, formation of teams, and disseminating registration info/payments to MDCVSA.
Mission and Background
Our goal is to provide a friendly, competitive playing opportunity for adult soccer players, ages 18 and up. The CSA adult soccer league will generally follow the rules of FIFA/USSF except as modified and listed below.
League Organization
- The league is registered and sanctioned by the Metropolitan D.C. - Virginia Soccer Association (MDCVSA) in conjunction with the U.S. Adult Soccer Association (USASA).
- The CSA ALC, appointed by and accountable to the CSA Board, is responsible for all aspects associated with running this league. Every team will have a team manager.
- It is the responsibility of the team manager to make sure the team is properly registered and that the team's players fully understand the rules and regulations of the CSA.
- Prior to taking the field for the first match of the season, each team manager is required to sign a memo indicating that he/she has read and understands the rules and the entire team agrees to abide by them.
Season Dates
- The season dates will coincide with the CSA Youth season schedule.
- Rain dates will be scheduled if needed and will coincide with the CSA Youth schedule.
- It is possible for CSA youth games to cancel on a given morning with a re-evaluation of field conditions at noon for possible adult games.
Players and Rosters
- Players must be at least 18 years of age as of August 1st to participate. Teams may have no more than half of their team with players of age 25 or younger on their roster.
- Rosters are "locked" after the 5th week of play. After the 5th week of play, additions/deletions are allowed only by permission of the CSA Adult League Coordinator.
- A player may only play for one CSA team.
- Only players listed on the official roster may participate in league play.
- No guest players are permitted under any circumstances.
- All CSA adult league players will be listed on the official team roster by the full name as indicated on their government ID (typically driver's license) and their jersey number.
- A player's government ID must be available on game day if a referee requests it for comparison to the team's roster sheet.
- Managers shall present a roster that contains photos of all the players, signed and approved by CSA ALC or the CSA ALR, to the referee prior to every game (photocopies of the signed roster are acceptable).
- Photos of the player must be a visible head shot in similar style to that on a person's government ID.
- If the official roster is missing a photo, the referee WILL verify that roster entry name against the player's government ID card
Teams
- Teams must abide by the players and rosters section mentioned above.
- Managers are strongly encouraged to form their own team.
- If a player is not assigned to an existing team, that player will be placed on an expansion team.
- If there are not at least 6 players to form this expansion team by the start of the season then those players will be given a full refund. This refund will be processed by the CSA ALR within two weeks from the start of the season.
- Individual players will be assigned to an existing team or an expansion team by the ALR in coordination with the ALC. The CSA President will act as the arbiter of any disputes regarding team placement.
- Practices are optional and left up to the discretion of each team.
- Practice nights and locations (using CSA facilities) will be coordinated through the CSA field coordinator.
- Teams are allowed to practice on a private facility without coordination of the CSA Field Coordinator
- Teams will be given one warning if caught practicing on CSA facilities without coordination through the CSA Field Coordinator. The second offense will result in having the team(s) forfeit the season. No money(s) will be returned for a violation of policy.
- Due to the speed and nature of an adult league practice, the adult league will not be permitted to practice next to a youth soccer team.
Games
- Game format is 8v8 (this includes the goalkeeper).
- Games will last 70 minutes (two 35 minute halves) with an 8-to-10 minute half time. No overtime in regular season games.
- Playoffs will consist of the top 4 teams in a single elimination (semi-finals then final) tournament.
- Playoffs: If tied at the end of regulation time, the teams will play two 10-minute overtimes (in full, no "Golden Goal"), then proceed to Kicks from the Penalty Mark (a penalty kick shootout).
- Games are played on Saturday afternoon/evenings at CSA designated fields.
- The field size will be at a minimum 50 yds x 70 yds.
- If a game in progress is called off due to inclement weather or field conditions, the game is considered official if it has reached or passed the halfway point.
- No Protests. All games are final.
Substitutions
- Unlimited substitutions are allowed on all stoppages of play at the discretion of the referee.
- Teams must be mindful of the referee's decision in this matter; call for substitution does not guarantee a substitution will be permitted.
- Substitutes will enter and exit the field from the midfield stripe.
- During times of extreme heat, substitution rules may be relaxed at the discretion of the referee.
- A substitution may also be made after an injury when the referee stops play. The opposing team is also offered the chance to substitute one player.
Forfeits
Ready To Play
Definition:
- Teams are expected to be available at least 10 minutes prior to the start of the game.
- At least 6 players available to start a game.
- Full roster with photo IDs presented to the referee at the start of the game.
- Teams that are not ready to play at the designated start time are allotted a 10 minute grace period.
- If the 10 minute grace period has passed, the team that is in violation of the Ready To Play definition will be forced to forfeit. The score is posted as 2 - 0 win in favor of the team that fielded a squad of at least 6 players. The ten minute judgment will be made by the referee.
- A team that forfeits two games in one season will not be eligible to participate in the playoffs.
- The referee will start the game clock at the scheduled start time, regardless of how many players are present and ready.
- Once both teams are checked and ready to play, the first half will be played with the remaining time.
League Standings
- 3pts for win, 1 for tie, 0 for loss.
- Ties at the end of season standings will be determined by the following tie-breakers:)
Tie breakers, in order:
- Most wins in head-to-head competition between the tied teams
- Most goals FOR
- Fewest Goals AGAINST
- Total team red card points (fewest points prevail)
Referees
- Games are officiated by three certified referees.
- The Assistant Referees must be at least 15 years old.
- The Center Referee must be at least 18 years old and designated Grade 8.
- The decisions made by the referees are final.
- The center referee must provide a game report to the CSA ALC no later than the Monday after the game.
- All coaches, players, and spectators must recognize the referee as the sole authority over the game.
- As specified under FIFA laws of the game, maintaining respect for the referees is of vital importance to successful soccer. Behavior that falls below this standard will not be tolerated. Any incidents are subject to a CSA Board review.
- If the assigned referee fails to appear within ten (10) minutes after the scheduled start time, teams may designate a substitute referee by mutual agreement. Such appointment of a substitute referee shall be binding for the game. Should the originally assigned referee appear after the game has started and the substitute referee has begun the game, the teams, by mutual consent, may allow the original referee to officiate the game.
- The substitute referee must abide by the standard CSA referee rules of being no less than 18 years of age.
Misconducts
- Red Card offenses are counted and accumulated during the course of the season.
- A player receiving a Red Card is punished with a minimum of 1 game suspension and may face league expulsion.
- Suspension can carry over to the next season.
- A forfeited or cancelled game will not count toward a suspension.
- Sending Off Offense
- A player receiving a Red Card, or two Yellow Cards in the same match is required to immediately leave the field of play.
- The offending player will have one (1) minute to leave the field of play or his team will forfeit the game. The offending player will have five (5) minutes to also leave the premises and to be out of sight and sound or his team will forfeit the game.
- Enforcement and management of this rule is the responsibility of the referee, not the teams or spectators.
- Player Suspensions
- First Red Card Offense - A minimum of a one (1) game suspension (next game)
- Second Red Card Offense - Subject to player review by CSA President or designated representative, CSA ALC, and referee involved to determine appropriate suspensions up to and including expulsion from the Adult League.
- Team Red Card Points
- When a player receives a Red Card, his team is also assigned a Team Red Card Point.
- Teams that receive a total of four (4) Team Red Card Points during the season will be suspended and ineligible to play within the CSA for a minimum of one (1) season.
- Fights are immediately awarded with two Team Red Card Points for each team involved, regardless of whether Red Cards are issued. The determination of what constitutes a "fight" will be made by the referee
- Unsporting Behavior
- Trash talking, taunting, showboating, the use foul language, fighting, and the uttering of sexist or racist comments is strictly prohibited and will result in an automatic review of the player's conduct and status by the CSA ALC and/or the CSA Board.
- The review will occur if the incident was reported by anyone regardless of whether the behavior was witnessed by the referee or resolved on the field.
- Confrontation with any player or referee on CSA facilities, including fields and the parking lots, will result in an automatic review of the player's actions by the CSA board and the CSA ALC.
- Confrontations are the following but not limited to:
- Verbal abuse
- Physical abuse
- Foul language; regardless of children or families present
- Inappropriate gestures
- Reckless driving
- Reporting Cards
- All Red Cards are reported by the center referee to the CSA ALC who will forward them to the CSA board for review at each monthly board meeting.
- The CSA ALC will inform the teams involved of players who will not be eligible to play in the following week's games.
Uniforms and Equipment
- The league will not provide uniforms or equipment to the teams.
- Each team must identify their team color, which must be approved by the CSA ALC.
- Teams are responsible for providing their own uniforms based on their authorized team color.
- Each player shall wear a uniform with a unique number as listed on the official roster. The referee shall be notified of any roster number changes prior to the match.
- The home team provides the game ball. A size 5 ball is used. The referee must approve the ball.
- Teams may place replacement balls behind each goal after the referee has checked each ball.
- Only soccer/athletic shoes are acceptable. No "street shoes," sandals, work boots, or metal-cleats will be permitted.
- Shin guards are MANDATORY. The shin guards must provide a reasonable degree of protection.
Maintenance
- The Home team of the first game is responsible for setting up the corner flags.
- The Home team of the last game is responsible for returning the corner flags to storage.
- The Visiting Team is responsible for ensuring the nets are properly affixed to the goals.
- Players must not hang or swing from the goals or crossbars.
Registration
Each individual player must be registered with CSA to include a signed waiver, prior to participating in any CSA game or function. The fee will be posted on the web site prior to each season.
Special League Rules
- There is no restriction as to where a player lives, although Culpeper County Parks and Recreation may, at their discretion, indicate that a certain percentage of the teams be Culpeper County Residents.. Non-county residents are allowed to play as long as they register as part of the club, follow club rules, and are covered by club policies.
- No tailgating will be allowed.
- Dogs are not permitted during CSA activities.
- No alcohol or tobacco products are allowed on school property or on fields managed by Culpeper Parks and Recreation.
- Violation of this policy will result in immediate suspension from league play.
- Slide Tackling
To protect the fields from excessive wear, players are discouraged from sliding at any time during the game. Furthermore, slide tackles (an attempt to control or dispossess the ball in the presence of an opponent) are prohibited. The referee will sanction a legal slide tackle as a violation of the law and award an indirect free kick to the opposing team. (If the slide was also a foul, it will be sanctioned as appropriate). Continued attempts to slide tackle by a player may be sanctioned by the referee as persistent infringement of the laws, resulting in a caution (yellow card). Goalkeepers inside the penalty area attempting to make a save are exempt from this rule. In any case, the opinion of the referee is final.
- Games are played on youth U-12 fields. To accommodate for the shortened fields, Adult League penalty kicks will be taken from the spot designated by the referee, not from the painted penalty mark. During a penalty kick, until the ball is kicked, players must remain 10 yards from the ball in all directions, outside the penalty area, and no closer to the goal than the ball.
- FIFA and USSF rules indicate that wearing jewelry of any kind is not permitted.
- Definition of Jewelry contains but is not limited to the following:
- This includes earrings, facial piercings, wedding bands, and any type of bracelet or necklace.
- Exception: Medical bracelets (must be taped down)
- Teams are responsible for cleaning up any and all garbage in and around their general location, regardless of who created it.
